During the 2025 legislative session, the Virginia General Assembly passed HJ1, which aims to amend the Virginia constitution with language that would allow abortion up until the moment of birth for any reason. The amendment would also limit future efforts to enact commonsense protections for unborn life.
HJ1 passed both chambers of the General Assembly in 2025. The Democratically controlled General Assembly is expected to pass It again during the 2026 legislative session and put it on the ballot to be voted on by the entire Virginia electorate sometime in 2026.
We oppose the abortion amendment. We believe the amendment is extreme, goes beyond the national norms, and removes important safeguards for both women and unborn children. This amendment would make Virginia one of the most abortion-permissive states in the country. If passed, the unlimited abortion amendment would legalize abortion up to birth, erase parental consent, and eliminate reasonable safety standards.
